Graduated in International Relations from University of Geneva. Head of national delegation to the Conference on Disarmament in Geneva (CD) dealing with international security, arms control and disarmament (1987 – 1993); Chairman of the First Committee at the United Nations Headquarters in New York; Head of Government Relations and Political Affairs at the Preparatory Commission for the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague, Netherlands (1993- 1997); Secretary of Committee developing Headquarters Agreement between OPCW and the Netherlands (1993-1997); and Director of Emergency Assistance and Protection at the OPCW (1998 – 2006) mandated with national capacity building for Member States and international capacity building of the Organization.
Since 2006, President of Chemicals & Safety International; Managing Director of Technofer Company in The Hague with the aim of facilitating transfer of green technology to the developing countries; Managing Director of White Coral Offshore (WCO), which provides safety consultancy on maritime industries; and prolific writer of numerous books and articles on Middle East security and CBRNe. He is fluent in English, French, Persian, and conversant in Dutch, Spanish, and Arabic.
